Operational Committee
The Operational Committee is responsible for the unitary management and coordination of emergency activities. Meetings are held at the Department of Civil Protection, chaired by the Head of the Department and composed of representatives of the Components and Operational Structures of the civil protection system.
The aim is to evaluate information, data and requests from the areas affected by the emergency, to define intervention strategies and to coordinate in a unified framework the interventions of all administrations and bodies involved in the rescue.
Composition. It includes representatives of the Civil Protection Department and Fire Fighters, Armed Forces, Police Forces, Italian Red Cross, structures of the National Health Service, National Voluntary Organizations, National Alpine and Speleological Rescue Corps, Harbour Offices, Ispra - Higher Institute for Protection and Environmental Research, Ingv - National Institute of Geophysics and Volcanology, CNR - National Research Council, ENEA - Agency for New Technologies, Energy and Environment, Unified Conference. Representatives of service companies and companies also participate, e.g. Autostrade per l'Italia, Ferrovie dello Stato, Enel. Representatives of regional and local civil protection institutions involved in specific emergencies may also be convened.
Functioning. The Committee remains in office for three years. The Head of Department or his delegate calls the Committee and it operates with the presence of at least half of the members plus one. In cases of urgency or emergency, the Committee can also operate with the presence of representatives of the Department, Fire Brigade, Armed Forces, Police Forces, Forestry Corps, Red Cross, Port Authorities, National Health Service and ENEA.
The Operational Committee was established by Law No. 225 of 1992, in Article 10 and is regulated by Article 14 of Legislative Decree No. 1 of January 2, 2018.
