Observatory on good civil protection practices

The Observatory, as required by the Civil Protection Code, serves as a tool to collect, organize, and monitor experiences deemed “good practices” within the National Service. Its purpose is to promote continuous strengthening and improvement of the system. This initiative is outlined in the directive issued by the Minister for Civil Protection and Sea Policies on December 7, 2023, along with the subsequent operational guidelines from the Head of Department on July 8, 2024.
A good civil protection practice consists of a specific action or set of actions that follow a well-defined process. These practices are designed to achieve particular objectives aligned with civil protection goals and contribute to enhancing the capabilities of the National Service.
A good practice should be implemented by at least one National Civil Protection Service entity and successfully applied or tested during civil protection exercises. Additionally, the good practice must enhance the context in which it is applied. To be recognized as a good practice, it must also meet essential criteria such as effectiveness, efficiency, transferability, participation, and integration.
In addition to these essential criteria, good practices should align with European and international agendas, be innovative, measurable in application, and monitorable in both process and results.

The form must verify that the essential criteria required for the proposal's eligibility are met. To be considered as such, the good practice must have been either implemented or tested in a practical context. If these conditions are not satisfied, it will not be possible to complete the form.
