Risk prediction and prevention, management and overcoming of the emergency are the civil protection activities identified by law n. 225 of 1992, instituting the National Service, establishing the National Service, later referred to in Article n. 2 of the Civil Protection Code of 2018.

The main objectives of these activities are the protection of life, property, settlements, animals and the environment from damage or the danger of damage caused by natural disasters or human activity.

\n

This network of competences ends with the functions of direction and coordination of the President of the Council of Ministers, who exercises them through the Civil Protection Department.

With this decree, the previous decree No. of repertory 3593 of July 20, 2011 was repealed.

The principles that establish the purposes and identify the Centers of Expertise were defined in the Decree of the President of the Council of Ministers of September 14, 2012. The same decree identifies the subjects among which the centers of expertise may be identified, which are:

a) Operational structures and public subjects appointed to carry out activities, services, studies and research in disciplinary areas of specific or exclusive competence, including territorial, attributed by laws, legislative and regulatory measures, for the pursuit of institutional purposes;

b) Subjects participated by components of the National Civil Protection Service, established with the aim of promoting technological development and advanced training, in which the subject is fully public participation, performs its activities primarily for the National Civil Protection Service and is subject to supervision by the Department of Civil Protection;

The network of functional centers consists of the Central Functional Center, located at the Department of Civil Protection, and decentralized functional centers located in the regions and autonomous provinces. Each functional center focuses on forecasting, monitoring and surveillance of weather phenomena in real time with the consequent assessment of the expected effects on people and things in a given territory, contributing, together with the Department of Civil Protection and the Regions, to the management of the National Alerting System.

The activity of the network of functional centers. Each functional center has the task of collecting and sharing with the entire network of Centers a series of data and information from different technological platforms and a dense network of sensors placed on the national territory. Specifically:

A civil protection plan is the series of intervention operative procedures to cope with any expected calamity in a particular territory.

Civil protection plan assimilates the forecasting and prevention plan and is the instrument which allows the authorities to prepare and coordinate the relief interventions to protect the population and the heritage in a risk area. It has the objective of guaranteeing the maintenance of life, thrown into turmoil by a situation which means serious physical and psychological discomfort, at “civil” levels by any means possible.

Structure of the plan. The plan consists of three fundamental parts:

\n1. General part: it includes all the information on the features and on the structure of the territory.
\n2. Lines of planning: they establish the objectives to achieve in order to provide a suitable civil protection response to any emergency situation, and the skills of the various operators.
\n3. Intervention model: assigns the decision making responsibilities to the various levels of command and control, uses the resources in a rational manner, defines a communication system which allows a constant exchange of information.

\nThe document is constantly updated, since it has to take account of the evolution of the territorial layout and of the variations in the expected scenarios. A plan must be sufficiently flexible to be used in all the emergencies, including unexpected ones, and simple enough to be implemented rapidly.

In Italy, the law classifies civil protection emergencies, caused by natural events or by human activity, into three typologies

Emergencies than can be addressed with the intervention of individual entities and administrations on an ordinary basis;

During emergencies of national importance,the Council of Ministers decides to declare a state of emergency upon request of the President of the Council of Ministers, with the agreement of the Region or Autonomous Province concerned. The state of emergency may be declared on the occurrence or imminence of natural disasters or events related to human activity on the national territory, but also in case of serious events abroad that see the involvement of the italian civil protection.

To ensure prompt deployment of forces and resources, even before the resolution of the state of emergency, the President of the Council of Ministers, at the proposal of the Head of the Civil Protection Department and at the request of the Region or Autonomous Province concerned, may decree the state of mobilization of the National Service. The extraordinary mobilization, coordinated by the Department, supports the regional systems through the involvement of the mobile columns of other Regions and Autonomous Provinces, the organized volunteer civil protection and national operational structures.

Besides emergency management, the National Service of Civil Protection has also to promote the return to normal living and working conditions of the communities affected by the disaster. This goal is achieved through the restoration of essential services, the reduction of residual risk in the affected areas, the recognition of the damage suffered by the economic and productive realities, cultural heritage, building heritage, public and private facilities and infrastructure with the consequent adoption of first necessary measure.

It is also up to the regions to develop and implement regional plans for forecasting, prevention and intervention updated every year.

The Department of Civil Protection, through the COAU - Centro Operativo Aereo Unificato (Unified Aerial Operations Center), is responsible for the coordination of the State's aerial fire-fighting fleet, which consists of Canadair CL-415 and S-64 helicopters owned by the Department of Fire, Public Rescue and Civil Defense, as well as other types of helicopters owned by the Defense Department.

The Coau is continuously active 24 hours a day throughout the year and is the Command and Control Center of all the aircrafts made available for the State's contribution in the forest fire fighting activity, planning and coordinating the flight activities both nationally and internationally.

In the forest fire-fighting activity, the Italian Air Force is in constant contact with the Regional Operations Centers (SOUP) receiving the request for the State air support when the regional forces (teams and helicopters) are not able to cope with the fire.

Over the centuries, Mediterranean coasts have been affected by numerous tsunami events arising from earthquakes. In view of the exposure to this risk of the Italian coasts, on February 17, 2017, the directive of the President of the Council of Ministers establishing the National Alerting System (SiAM) for tsunamis generated by earthquakes in the Mediterranean Seas was signed, under the coordination of the Civil Protection Department.

\n

Within this system, the INGV - National Institute of Geophysics and Volcanology - operating through the Cat (Tsunami Alert Center) - has the task of assessing, in its area of competence, the possibility that an earthquake of magnitude equal to or greater than 5.5, with epicenter at sea or near the coast, may generate a tsunami and estimate the time of arrival of the wave along the different stretches of coast. The tideographic data provided by Ispra - Superior Institute for the protection and the environmental research allow to confirm or not the possibility that a tsunami will occur. On the basis of Cat evaluations, the Department of Civil Protection - through the Situation Room Italy - has the task of spreading the warning messages to activate, in the shortest possible time, the National Service of Civil Protection.

In implementation of the provisions of the Directive establishing the SiAM, on November 15, 2018, the Decree of the Head of Department containing the guidelines for updating the civil protection plans for the tsunami risk was published in the Official Gazette. The main purpose of the measure is to provide the various components and operational structures of the National Service with elements related to this specific risk and useful for civil protection planning, for the protection of the population along the coasts.

With regard to the SiAM, it is important to underline that, although scientifically accurate and rapid forecasting of tsunamis has accomplished significat progress in recent years, it is not always possible to issue a timely alert. Also, the assessment carried out by the Ingv Cat does not ensure the certainty that after the issuance of the alert, a tsunami will occur, and does not even ensure that the impact of a tsunami on the coast will be always preceded by the issuance of the alert message. Moreover, in the case of tsunamigenic earthquakes close to the Italian coast, the arrival of SiAM warning messages could take place in areas close to the earthquake point of origin, in insufficient time to activate preventive measures to protect the population. Therefore, it is fundamental that the citizen knows how to recognize the precursors of a tsunami event and knows the rules of self-protection.
